If the situation's really different, then it should've launched simultaneously on PC in the first place.
Rockstar's approach is the same as always — perfect the console version first, then port it to PC.
Someone from Rockstar said that's the way with the fewest problems, right? And Cyberpunk is the textbook example of what happens when you do it the other way around — nothing but trouble.
But this time it's a 13-year megaproject, so who knows if they can port it in 2 years like they did last time.
Most viewers are watching on a phone or tablet at best, so it'll probably be fine.
Honestly streaming quality doesn't even matter
On a trash server like YouTube, 60fps is already considered too heavy as it is.
And since they're supposedly picky about quality, there probably aren't many who'd rather rush into the story at 30fps.
