Actually more common than you'd think.
Rural areas where TV signals don't reach well, or city apartment buildings with bulk contracts.
After the switch to digital terrestrial broadcasting, the apartment-building pattern is probably more common now.

By the way, in the Kansai region, a 'J:COM Attack' is slang for something totally unrelated to the ISP — a tall vehicle crashing into a railway bridge girder and bringing JR train service to a halt (an old local in-joke name).

Speaking of Kansai bridge girders, it reminds me of those tabloid photos of trash the construction company had stuffed inside the collapsed, snapped expressway girders after the Great Hanshin earthquake.

I wonder if anyone remembers how, back in the early days, they'd string cable on power company and NTT utility poles without permission and just run their business.

Looking back now, it's almost a charming, quaint era.
