I'd actually recommend a "gen-ni" (a 125–250cc light motorcycle, one class up from a standard 50cc moped).
Gas, taxes, and compulsory insurance are all so cheap it's basically free, and there's no vehicle inspection.
For optional insurance, you can just add a cheap rider onto your parents' car policy.
Works even if you live separately, as long as you're unmarried!
