They're both Shirogumi movies, so they're basically the same.

Yamazaki's Godzilla feels too Western (lit. "buttery"/foreign-flavored).
That's not the Godzilla aesthetic.
Anno really gets it, though — his is a proper Japanese Godzilla.
They're not that far apart in age, but a 2-year gap might actually matter more than you'd think.
Things moved fast back then, so two years made a real difference.

Shin Godzilla was absolute garbage.
A toy train hits its leg, it faints, and they pump drugs into its mouth while it's out to win — that might be the worst Godzilla movie in franchise history.
Minus One, made as basically the polar opposite of that, was good though.

For me it was funny like those old Drifters or Hyokin-zoku comedy sketches where someone has to keep chugging milk for a commercial shoot until they're like "I caaaan't drink any moooore!" — Godzilla looked exactly like that.
The train crashing into it was so dumb too, and it played well against how self-serious all the meeting scenes were.
With Minus One, Godzilla somehow felt like it was just background scenery.
