Even at the peak of the so-called 'more-mi' hype bubble (slang for an inflated popularity spike), Juice=Juice could only fill about 1000 seats in Fukuoka
They can't draw more than that, so the agency allocated venues accordingly

Even looking at the regional turnout for the live-viewing screenings, it's at a fifth of Musume/Juice=Juice's level
They should've known from the start it wouldn't sell out, so stop giving them venues guaranteed to be half-empty!!

You're slyly lumping Musume. and Juice=Juice together, but Musume.'s live-viewing numbers are from graduation concerts lol
From the Fukumura/Takeuchi graduations through the Ikuta/Jokura graduation, Musume. actually lost to Angerme in graduation-concert turnout (including live viewing)
There's no way there's a 5x gap between Musume. and Angerme
Though for the fall tour, Musume. currently has the edge thanks to the bonus of 4 new members joining plus Oda's graduation

That's the nature of a graduation/addition-style group — the agency can deliberately power up a group like Juice=Juice just as easily as it can deliberately weaken one like Angerme
