That's exactly it. And that's also why this place gets left alone — too few users, not large-scale.
They have to monitor because people won't stop harassing others. The ones who won't quit are the ones at fault.
If it goes too far, just sue. And write laws that allow proper investigation. Monitoring everything indiscriminately is just wrong.
