I think it just means Japan and the rest of the world want different things. It's mahjong, after all.
Meaning there's still plenty of room for it to catch on elsewhere.
If anything, the fact that something like this stays at #1 just shows how garbage the Japanese market is.

It just means a wide variety of games are selling. It doesn't have to be only big titles — if enough small ones sell, that adds up to an even bigger market.
No, it's simply that nothing's selling — this is #1, after all.
From where I sit, console (CS) looks like a market where only famous titles sell and everything else struggles to get noticed.
