I think Sanji didn't need to be crazy strong — being a support character would've been fine. During the Arlong Park arc he could've been one of the "Big 3," but after that his role should've just been supporting Luffy and Zoro through his actual specialty: cooking
If you think of the ratio like a pro baseball team's first-string regulars, then a guy like Toshihiko Kuramoto would count as having Conqueror's Haki
