It's actually the opposite — you can't play WITH parental controls turned on.
You can toggle it per game, but I don't want my kid chatting with strangers, so I wish there was a parental-controls mode that just restricts chat instead of blocking play entirely. Meanwhile "My Hero Academia Ultra Rumble" works fine even with parental controls on.

It's not an internet connection fee, it's a server usage fee. You're already paying your ISP for the actual internet connection.
That's probably why online gaming never took off on consoles the way it did on PC — because you're getting milked for paid online.
