Even on 5ch, "chikoku" schools (slang for solid-but-not-elite regional national universities) get treated as no big deal — in reality, most people are below even that level.

Supposedly YouTube ("tsube") has standards, but delinquent types (DQN) run wild there anyway. Guess it's pretty lax… maybe they look the other way as long as you're making them money? If it were up to me I'd cut guys like that.
Todai and Kyodai have value just from getting in. Simply being accepted proves you rank above people who graduated from any other university, as a human being — so these two don't count as "high school grad" level. In this case, society's read on his final education isn't "high school grad," it's "Kyoto University dropout." You'd have to graduate from Todai or Kyodai yourself before you can look down on this guy.
On paper, graduating from an F-rank university actually outranks dropping out of Todai or Kyodai (no idea how it compares in actual difficulty).

His day job is apparently being a popular instructor at Takeda Juku (a cram-school chain), so maybe by 40-50 he'll be some kind of executive there?
