I can't fathom the nerve it takes to drag someone all the way to the station staff office over that. Railway staff and conductors basically function like police, after all.

If simply secretly photographing a stranger's face — without it being a "sexual body posture" — counts as a crime, then the media would be committing crimes every time they film street scenes.
You need to bring the actual victim along with the data intact when you take the guy to the staff office.
