if the victim presses charges, that's grounds for arrest.
The statute of limitations on assault causing injury is 10 years now.

"Jishu" only counts if you come forward before the crime is discovered.
Since the assault's already been fully exposed, this would just be "shuttou" (reporting to authorities after the fact), not voluntary surrender.

He was probably already training — these aren't total-beginner movements.
It looks like he deliberately picked an opponent he knew he wouldn't lose to, just so he could beat him up.
He circles cleanly behind the guy with real technique, then messes around instead of finishing it.
If this really was before he started training, that means he was doing stuff like this all the time — he's clearly used to it.

It's the newly formed Japan Kick.
Japan Kick split off from the (New Japan Kick) association.
It's headed by Nagae of Jiseikan.
The group formed after parting ways with Ihara.
