Nintendo describes it as "a feature that lets you switch to a view directly behind Link, talk to distant characters, or lock on to enemies during battle" — they never called it "a lock-on feature" outright.

Z-Targeting is a feature meant to solve 3D-game problems like "it's hard to precisely move the protagonist toward a target" and "it's hard to control the camera."
It's not a feature for automatically landing attacks on enemies.
