  • Secondary Capital Plan: Hiroshima Misses the Population Cut, Governor Yokota to Press Tokyo for Answers

The government’s proposed criteria for designating a “secondary capital” call for a city with at least 1.2% of the national population and an economy worth at least 2.1% of GDP — and it turns out Hiroshima Prefecture falls short on the population requirement. Governor Yokota says he plans to ask the national government why these particular criteria were set. The secondary capital concept is meant to provide a backup for capital functions in the event of a major disaster, and on 5ch, opinions split between those arguing that low disaster risk should matter more than population size, and those insisting a certain population and economic scale is needed to keep government functions running — with the debate spreading to candidate cities ranging from Osaka, Nagoya, and Sapporo to Okinawa and Nagano.

The government has published the criteria for designating a “secondary capital” — a city that would take over capital functions in the event of a major disaster — and it has emerged that Hiroshima Prefecture does not meet the population requirement.

Governor Yokota plans to ask the national government why the criteria were set as they are.

Under the draft government ordinance, the criteria for designating a “secondary capital” include having a city that accounts for at least 1.2% of the national population and an economy equivalent to at least 2.1% of GDP.

Not Fukushima, but before 3/11, Sendai was the leading candidate for a relocated capital.
If Osaka ends up being chosen as the secondary capital, I bet that once the scars of the Tohoku earthquake have healed, the anti-Osaka crowd who aren't happy about it will push to move the capital to Sendai instead, reducing the secondary capital (Osaka, etc.) to a hollow title.

If it's Hiroshima, somewhere like Higashi-Hiroshima would actually be just right.
It's got an airport nearby, and unlike central Hiroshima it's not saturated with development, so there's plenty of room to build new facilities.

    Re: #196
Apparently during the Great Kanto Earthquake, the municipalities surrounding Kanto were completely overwhelmed just dealing with refugees from the disaster zone.
The population's only grown since then, so wouldn't disaster response need to take priority over serving as a capital-function backup?

Also, if Mt. Fuji erupts, depending on wind direction the affected area could be pretty severe.

Background and key points of this discussion

The government’s proposed criteria for designating a “secondary capital” set numerical thresholds — at least 1.2% of the national population and at least 2.1% of GDP — reflecting a plan to designate, in advance, a backup location to take over if a Nankai Trough or Tokyo-area earthquake knocks out central government functions. Hiroshima Prefecture falls short of the population requirement, and Governor Yokota plans to ask the national government to explain the basis for the criteria themselves. What split the thread was disagreement with the underlying premise that a large population is even necessary — one camp argued that a less-populated area would actually be easier to build new government facilities in and carries lower disaster risk, while the other insisted a certain economic base is needed to support national administrative functions. Candidates ranged from major metro areas like Osaka, Nagoya, and Sapporo to Hiroshima, Higashi-Hiroshima, Okinawa, and Nagano — and readers may easily conflate this with an outright capital relocation, when the distinction (a disaster-time backup rather than a permanent move) wasn’t always made clear in the discussion. Comparisons were drawn to South Korea’s relocation to Sejong City, but details like the completion date were just one poster’s claim in the thread, not verified information.

  • Aichi-Nagoya Asian Games: OCA Defends Operational Chaos — ‘Delays Are Just 0.000001% of the Total’

The Aichi-Nagoya Asian Games, which closed on October 4, marked Japan’s first time hosting the event in 32 years, since the 1994 Hiroshima Games. At the joint wrap-up press conference, the OCA touted the Games’ success by citing over 50 world records and more than 90 Asian records, but a remark made at that same conference — that out of more than 100,000 vehicle movements, only one or two were delayed, amounting to a mere 0.000001% of the total — drew heavy attention on 5ch. Bunshun Online reported that the organizing committee was thrown into internal chaos by athlete bus transport troubles, and the thread split between those pointing out the math error in the OCA’s statement and those who saw the bus issue itself as a symbol of declining operational competence.

The Aichi-Nagoya Asian Games — Japan’s third time hosting the event, and its first in 32 years — closed on October 4. That day, the Olympic Council of Asia (OCA) and the Aichi-Nagoya Asian Games Organising Committee (AINADOC) held a joint press conference to review the Games. The OCA emphasized the Games’ success by pointing to the many new records set and praised the new, sustainable operating model, while Organising Committee Chairman and Aichi Governor Hideaki Omura spoke about the various operational challenges that had to be dealt with during the Games.

OCA Coordination Committee Chairman Tayyab Ikram praised the event, saying “Aichi-Nagoya has been a wonderful experience for Asia’s top athletes.” As evidence, he cited more than 50 world records, over 90 Asian records, and more than 200 Games records. “We are proud of our athletes. This clearly shows that our objectives were achieved,” he said.

OCA Director General Husain Al-Musallam followed, saying “the numbers speak for themselves” in reference to the record-breaking performances. “Athletes cannot deliver their best performances without good sleep, good transportation, good medical care, and good food. These achievements would not have been possible without the organizing committee creating the best possible environment for the athletes,” he said, heaping praise on the operations.

Background and Key Points of This Discussion

The Aichi-Nagoya Games marked Japan’s first hosting in 32 years, since the 1994 Hiroshima Games, and the OCA summed up the event as a “success” on the strength of more than 50 world records and over 90 Asian records. What drew criticism was the explanation given for the vehicle-dispatch trouble — that out of more than 100,000 vehicle movements, only one or two were delayed, amounting to 0.000001% of the total. In reality, one or two out of 100,000 works out to 0.001–0.002%, and the thread filled up with people pointing out that the figure was off by nearly three orders of magnitude, not just one. Separately, Bunshun Online (reposted via Yahoo! News) reported that the organizing committee’s internal chat was in uproar over the bus transport chaos, also detailing an incident that nearly caught up members of the men’s volleyball and men’s soccer national teams. The thread split between reactions mocking the faulty math and reactions treating the trouble itself as a symbol of Japan’s declining organizational competence — but both sides zeroed in on the same thing: the OCA’s defiant insistence that “there was no mistake.”

A 'difference in direction' split is probably coming soon

Background and Key Points of This Debate

The Vocaloid “KAITO” is a male-voice Vocaloid produced by Crypton Future Media. Within the thread, posters claimed things like “it’s been around for 20 years already” and “it’s a registered trademark,” but these are only claims made in the posts themselves and have not been verified as fact by this article. Meanwhile, what complicates the discussion is that Kaito Takahashi’s “Kaito (海人)” is his actual given name — he is using his legal name, not a stage name, directly as his solo moniker. Because it’s a real name, legal problems are unlikely to arise, but when it overlaps with an already widely known existing name, the debate centered on whether the agency should have coordinated in advance out of “consideration.” That was the main point splitting the thread, pitting a “can’t be helped since it’s his real name” camp against an “it’s inconsiderate for the later arrival to copy the name” camp. Note that this article excludes posts that were simply abusive toward Vocaloid or otaku culture in general, as well as posts mocking members’ appearances.

  • Chunichi’s Next Manager: 5ch Reacts to Reports That Koichi Ogata Is the Frontrunner

On 5ch’s “Anything Live Broadcast G” board, discussion was heating up over who might manage the Chunichi Dragons next season. Posters reacted with surprise to reports that Koichi Ogata was the frontrunner for the job, while big names like former players Kimiyasu Kudo and Masumi Kuwata also had their names floated — though many questioned how realistic it was for someone to take over a team they’d had no ties to as a player. Comments attributed to former catcher Takeshi Nakamura were also quoted, as posters weighed the chances of other names in the mix, including Hatsuhiko Tsuji and Hirokazu Ibata.

Which manager would actually drive fans away?
Someone with yakuza ties or something?

Background and Key Points of This Discussion

Speculation about the Chunichi Dragons’ next manager is an annual post-season topic, but this time the fresh angle is the report that Koichi Ogata is the frontrunner. Ogata previously managed the Hiroshima Carp, so a move to Chunichi is seen as a surprising choice even within the organization. Big names like Kimiyasu Kudo and Masumi Kuwata also had their names floated, though many think it’s unlikely someone would take over a team they had no connection to as a player. Within the thread, the debate centered on whether the priority should be “a manager who can build a strong team” versus “a manager who can draw fans,” with Kazuyoshi Tatsunami and Hirokazu Ibata’s names coming up in the latter context. Comments attributed to former Chunichi catcher Takeshi Nakamura are also quoted, but readers should note that the source and timing can’t be confirmed from the text itself — it’s circulating on 5ch strictly as secondhand information.

  • FE Official Poll: Engage Camp Takes Early Lead — Three Houses Fans Cry Foul

In the official Fire Emblem series popularity poll, the latest title “Engage” camp posted a score far ahead of the “Three Houses” camp in the first round of tallying — and it became a hot topic on 5ch’s Hardware & Industry board (Geha). Because the poll’s scoring multiplier shifts to give the trailing side a correction boost, opinions in the thread split over which numbers actually reflect “popularity.” Posters shared first-round totals showing the Engage side at roughly 8.24 million points combined versus the Three Houses side at roughly 3.42 million, and the debate spread between fans of both games.

Thanks to the 'den-den phenomenon' (a meme for fans who wave away bad results with vague reassurances), a mountain of believers showed up insisting 'it's not a crap game!' — and yet here we are.

No popularity is proof enough that it's a crap game.

    Re: #7
Three Houses fans are the ones buying into the Engage side ('Myriad Hues,' 5ch's nickname for the Engage camp), so pitting them against each other isn't really fair.
Still, I'd love for Koei to make another Three Houses someday.

But Three Houses characters swept every popularity poll right out of the gate too.
    12AnonymousOct 4, 2026 15:51
Can't be helped — Three Houses' house leaders are just too popular.
    13AnonymousOct 4, 2026 15:52
Vote battles are a game where the multiplier keeps shifting,
so the only part that reflects actual popularity is the opening tally.
    14AnonymousOct 4, 2026 15:54
The FE-complex crowd hasn't actually played it (an 'air-player,' 5ch slang for talking about a game without having played it), so they don't get it, but — in vote battles the more popular side can actually end up losing.
Isn't this a first-ever win for 'Egachan' (comedian Egashira 2:50, internet shorthand for someone famously unlucky)?
    15AnonymousOct 4, 2026 15:55
Three Houses already had strong character popularity to begin with, while Engage (punned here as 'ten-thousand deaths') crammed in way too many characters and came out thin across the board — no way it was winning this.
    16AnonymousOct 4, 2026 15:57
By the way, here's the opening tally — if it's really about popularity, this is what counts, so Re: #1 is just embarrassing themselves.

    Reda >> Yuris

    Dietrich >> Dimitri
    Claude = Kai
    18AnonymousOct 4, 2026 16:00
Just so it's clear: the opening tally is fair, but from round two onward the multiplier shifts with the score and buffs whoever's losing.
So if you want to see real popularity, it's the opening score, not the final result.
    That's what Re: #16 is.

    Re: #100
Not sure if FE fans even realize it, but
Three Houses is popular on a whole different level.

Background and Key Points of This Discussion

What this thread is reacting to is an official Fire Emblem popularity-poll event built with a mechanism where the scoring multiplier shifts to give a correction boost to whichever side is trailing. As pointed out in replies 16 and 18, looking only at the final results makes it seem like the “Three Houses” camp staged a comeback, but many posters argued that a fair comparison can only be made using the opening scores, before the multiplier correction kicks in. According to the opening tally posted in reply 29, the Engage (“Myriad Hues”) camp totaled roughly 8.24 million points combined, versus roughly 3.42 million for the Three Houses camp — and this is what’s behind the “total defeat” framing. On the other hand, some pushed back, arguing that Three Houses, having been out for years, has already built up an entrenched fanbase, making a straight comparison with the freshly released Engage camp inherently unfair — so the thread split over which number should count as the real measure of “popularity.” As of this article, no final results or official announcement for the poll event itself have been released.

  • J2 Side Niigata Apologizes After Supporters Spray Liquid at Stadium — 5ch: ‘Is This Really Worth Making Such a Fuss Over?’

On October 4, J2 side Niigata apologized on its official website for a nuisance act committed by supporters during the home match against Iwata on September 19 (Denka Big Swan Stadium). Reports describe the act as “spraying liquid,” but what exactly was sprayed has not been specified. On 5ch, discussion centered on the fact that the club — rather than the individual fan responsible — was the one apologizing, why the liquid’s contents were kept vague, and the particular etiquette (or lack thereof) in the goal-end supporters’ section.

    Nobody cares

Background and Key Points of the Debate

Denka Big Swan Stadium, located in Niigata City, is J2 Niigata’s home ground, and posters in the thread noted that the match in question drew 20,708 spectators. J.League attendance overall has been trending upward in recent years, and some replies pushed back against the “does anyone even watch J2” skepticism by citing that actual figure. Opinion in the thread split over whether it was appropriate for the club to apologize on behalf of an individual fan’s misconduct. While there’s a culture of treating supporters as the “12th player,” plenty of posters pushed back, arguing they’re simply spectators. The fact that the official statement never specified what the “liquid” actually was — leaving it to readers’ imagination — also seems to have helped fuel the online buzz. The reporting itself went no further than confirming the nuisance act and the club’s stern-warning response; neither the liquid’s identity nor further details of any harm have been made public.

*This article is excerpted and summarized from the 5ch (Geinou/Sports News Breaking+) thread “[Soccer] J2 Niigata: Supporter sprays liquid at stadium in nuisance act, club apologizes: “We deeply apologize for the discomfort caused”.”

  • Araki Hirohiko Told by His Editor “I’m Sick of Hamon” — Invented Stands in Two Weeks Flat; 5ch: “Toriyama Went Through the Same Thing”

An anecdote Araki Hirohiko shared in a past interview has become a hot topic on 5ch. About one to two weeks before Part 2 of JoJo’s Bizarre Adventure wrapped up, his editor told him, “I’m sick of Hamon, let’s do something different for Part 3,” and in that short window he came up with what would become his series’ signature concept: “Stands.” The thread also brought up how Akira Toriyama was forced by his editor to redesign Cell in Dragon Ball multiple times, with posters agreeing that the more popular a manga gets, the heavier the editorial meddling — though they couldn’t agree on which JoJo part is actually the best.

About a week or two before Part 2 of JoJo ended, my editor at the time suddenly said, “I’m getting kind of tired of Hamon, let’s go with something different for Part 3,” and I panicked — like, “uh, now what do I do?”

Even so, they weren’t about to give me any time off, so I somehow scraped together “Stands” in about two weeks and dove straight into Part 3.

With “Hamon,” I’d been drawing ripple patterns to represent the characters’ powers, so I wanted to head in a completely different direction — and that’s how I landed on this new rule of characters fighting with humanoid-shaped energy.

Toriyama went through the exact same thing with the Android Saga in Dragon Ball — his editor asked, "So the villains are an old man and a fat guy?" so he drew up Cell, got told Cell looked like a bug, switched to his favorite design (the second form), got told that looked lame too, and finally settled on the third form.

Background and Key Points of This Topic

Stands are a concept that first appeared in Part 3, which began serialization in 1989. The story that Araki invented them in a short span after his editor pointed out that Hamon had grown stale is relatively well known, having been recounted by Araki himself in multiple interviews. The thread also referenced Toriyama’s Cell redesign saga — his preferred second form was called “uncool,” leading to the third form — another well-documented account from Toriyama’s own interviews. Posters linked the two stories on the shared point that the more popular a manga gets, the heavier editorial intervention tends to become. Where opinions split was over which JoJo part is the best, with supporters of Parts 3 and 4 clashing against supporters of Parts 5 and 7, with no resolution reached. One easily misunderstood point, also noted in the article itself, is that Stands weren’t simply a reskin of Hamon — they were an entirely new storytelling rule: visualizing energy as a humanoid figure.

*This article was compiled as an excerpt and summary of the 5ch (Hello! Project board) thread “Araki Hirohiko: ‘About one or two weeks before Part 2 of JoJo ended, my editor told me he was sick of Hamon and wanted something different for Part 3, so I desperately came up with Stands’.”

The bear was growling, but instead of running away, the girl simply rode past it on her bicycle and made it home unharmed. Reactions on a 5ch thread were split over whether her response was actually the right call, the recent surge in bear sightings across Hokkaido, and comparisons to past fatal bear attacks.

Everyone talks about 'coexisting with bears,' but dig up a Stone Age site and bear bones turn up all the time. Ancient humans actively hunted bears for safety, for food, and for fur. 'Kill bears the moment you see them' is basically a human tradition.

Background and Key Points of This Discussion

In Hokkaido, sightings and emergences of brown bears have been trending upward in recent years, and encounters near residential areas are no longer unusual. The “newspaper delivery worker attacked in a residential neighborhood” and “police confiscating a hunter’s rifle” mentioned in the thread both reference real incidents previously reported in Hokkaido, illustrating how bear countermeasures there are tangled up with issues of hunting-association manpower, budgets, and permitting.

Where opinions in the thread diverged was over how to judge simply riding past the bear instead of fleeing. Some saw calmly passing by without running as “level-headed,” while others argued that not getting attacked was “just luck, nothing more.” In reality, bears react differently depending on the individual animal and the situation, so there’s no single correct response to an encounter. Turning and running, standing still, or slowly backing away are all recommended depending on circumstances — it’s easy to mistakenly treat this particular response as the universal right answer, but that’s not actually the case.

A thread rounding up the current status of three creators who’d previously gone through online firestorms popped up on 5ch’s “Nandemo Jikkyo G” (general live-commentary) board. It reports that manga artist Azuki Nene’s series is getting an anime adaptation, YouTuber group wakatte.tv has resumed activity after having their channel deleted, and VTuber Shigure Ui has had her age-restriction label lifted. The thread split into two camps: those who saw it as “the haters losing,” and those who argued it’s not fully settled yet, citing points like “it got bumped from broadcast TV down to streaming” and “she herself admitted she’d done something inappropriate.” The debate centered on how to judge creators who keep working after a backlash.

    They never said streaming-only though.
There's been no official announcement — you're just making that up.

They're making a ton of changes to it, so clearly they're fully intending to air it on broadcast TV.

This one's a win for Azuki.

If the idiots on the other side go rogue and someone actually gets arrested, you can slap a 'bunch of criminals' label on the whole group in one shot.
There's even an argument that it's better for her side if the reckless ones keep escalating.

But the ones who'd actually get hurt by that are the very people who got flamed in the first place, right?
What are you even saying, that's way too tasteless.
    97AnonymousOct 4, 2026 20:37
Azuki — anime cancelled. Wakatte — channel deleted. Shigure Ui — age restriction (already lifted, sure).

None of them actually won 😭
    102AnonymousOct 4, 2026 20:39
    Re: #97
For Shigure, the collab in question got cancelled and she herself admitted it was inappropriate, so that's a total loss.
Only the simps who got the ladder kicked out from under them by the woman herself kept holding on for some reason.
As for the Miiyama author, it's gone way past Miiyama itself at this point — her own behavior is so unhinged she's become a running joke all on her own.
    111AnonymousOct 4, 2026 20:41
Don't know about Shigure Ui, but didn't Miiyama's family home get exposed?
Thinking about getting stalked by unhinged people for the rest of her life over that, is it really a win?

Even when "Sonshi" (nickname for a notorious net figure) shows up with a crowd in tow, it doesn't mean much once the harassment's already happened.
Guess it depends on how worked up "Kenma" gets — who knows.

Unlike Sonshi, she seems likely to actually take proper countermeasures.

Background and Key Points of This Topic

The three cases raised in this thread share a common thread: social-media criticism — so-called “anti” (hater) activity — directly affecting whether a creative work or broadcasting activity could continue. When activity resumes in some altered form after a backlash, the person involved is often seen by onlookers as having taken “zero damage,” but the thread split between “they won” and “it’s not a clean win” depending on factors like a change in format (e.g., shifting from broadcast TV to streaming) and whether the person involved issued an apology. Details of doxxing and remarks mocking the target’s circumstances were also posted in the thread, but this article has chosen not to reproduce those posts. The observation that “backlash response just naturally fades once a new controversy comes along” is worth noting as a structural feature of online public opinion.

  • Akio Otsuka: “I Don’t Want to Do a Metal Gear Without Director Kojima”

Voice actor Akio Otsuka’s comment in a Bunshun interview that he “doesn’t want to do a Metal Gear that Director Kojima isn’t involved with” became a hot topic on 5ch’s Hardware/Industry board (Geha). Otsuka has long voiced Snake in the Metal Gear Solid series, which Konami has kept going with titles like Metal Gear Survive even after creator Hideo Kojima left the company. The thread spiraled into a debate over whether an IP belongs to the individual creator or the company, with crossfire opinions on Peace Walker, MGSV, and Kojima’s work in general.

Otsuka: Basically, for us voice actors, the job is to do it when we’re asked. But when it comes to the Metal Gear series, it was Director Kojima who created it, and I take pride in having helped build it alongside him. That’s why I said, “I don’t want to do a Metal Gear that Director Kojima isn’t involved with.” Now that I’ve said it, I can’t really walk it back (laughs).

This gets said over and over, but an IP belongs to the company that made it, not to an individual personally.

There's a mismatch between anime IP (when there's a source manga) and game IP.

They're simply on a different level than some company like Konami.

    Grandpa, it's bedtime now.

Background and Key Points of This Topic

Akio Otsuka has voiced Snake since 1998’s Metal Gear Solid and has worked alongside Hideo Kojima for many years. Kojima clashed with Konami and left the company in 2015, and now runs an independent studio producing titles such as Death Stranding. Konami has kept the series going even after Kojima’s departure, releasing Metal Gear Survive among others, and Otsuka’s remark should be read against that backdrop. What split the thread was the question of whether an IP belongs to the production company or to the original creator personally, with comparisons drawn to IP ownership in other media like manga. At the same time, there was friction between those who dismiss the Peace Walker and Metal Gear Solid V scenarios as unnecessary “tacked-on” content and those who defend them — a split in how fans themselves rate Kojima’s work that isn’t easy to grasp from the quoted remarks alone.
