I checked the hour-by-hour forecast from Weathernews — headquartered in Kaihin-Makuhari — and tomorrow evening through night is when the rain and wind get worst, so cancelling is the obvious move.
If they don't decide early, a lot of people could end up stranded, so this timing makes sense.
