The problem with Morning Musume wasn't that it was full of "old" members — it's that it wasn't selling and wasn't interesting, and the younger members got dragged down along with them.

2027 is Hello! Project's 30th anniversary, so nobody's leaving around then. If by that point either Inoue or Arisawa has announced graduation, that'd actually count as the better-case scenario.

Back in fall 2017, Morning Musume played Budokan practically half-asleep partway through that tour too ("鼻ホジ" — doing it effortlessly). The tour itself ran dozens of hall shows, every seat sold out.

Even if washed-up Juice=Juice ("オワコン" — slang for "over/finished") runs someone's graduation tour two years from now, the halls won't all sell out. You need solid baseline group popularity for that, otherwise it's just not happening.
