That's because the Olympic Council of Asia just went ahead and added 3,000 more people on their own.
Governor Omura addressed the question at his regular press conference on the 25th, saying, "The host city contract specifies 15,000 athletes. We haven't budgeted for more than that. There's physically nowhere for them to stay."
He already threw up the white flag a month ago. There was no budget for it to begin with, and then they just tacked on extra people without asking.
Anyone would be stuck if they ended up in the situation in Re: #25.

Blame lies with the OCA, the French company GL events, and Governor Omura for outsourcing to GL in the first place.
This reeks of contractors skimming money off the top (nakanuki — a common complaint about public-works graft).

weren't these supposed to be repurposed as disaster-relief shelters after the Games?

Because honestly, both the management and the facilities are garbage —
that's on Governor Omura for dumping the whole thing on a French company.

I mean, with the Olympics and the Expo, some savior usually shows up at the last minute and it ends with "glad we did it" — but there's no sign of that happening this time.

Governor Omura was an idiot for signing a contract with a French company that's been sued over and over for pulling scams.
The problems were already flagged back in July last year, and Omura just ignored it.
