Well, America hands out especially harsh sentences to child predators to begin with — no comparison to lenient Japan.
If the government actually argued that in court, it'd lose in an instant.
Nobody's actually going to say 'sure, I consent.'
In a way it's a hormonal condition, so wouldn't people who genuinely want to be monitored and restrained actually consent to it?
