"Hand-over events" held on a book or photo book's release date are just standard events, not exclusive to idols, and they're not what's called a "contact event" — handshakes, autographs, and photo/video recording are all prohibited. Lotteries are used the same way for other entertainers, like actors, too.

Ah, KEY TO LIT — the group ACEes fans have made their sworn enemy. Wouldn't have been an issue if they'd just debuted at the same time. Then again, even groups that DID debut together, like Snow Man and SixTONES, can end up with fanbases that despise each other.
