They're not a member, so they're fine unless they get detained in another country.

The US, Russia, China, Israel, India, etc. aren't members either. Even Japan only joined 20 years ago.

The ICC currently has 125 member states and territories.

If you commit a crime in Japan, anyone gets tried under Japanese law, right? By that logic, should a foreigner only ever be judged by the laws of their home country, no matter what they do in Japan?

Russia is hostile toward the US-UK military-industrial complex and international finance capital. Japan often acts as their lapdog, which is exactly why Japan ends up on the receiving end when it plays that role.
