Russia is hostile toward the US-UK military-industrial complex and international finance capital. Japan often acts as their lapdog, which is exactly why Japan ends up on the receiving end when it plays that role.
Historically there were periods when Japan and Russia got along reasonably well. That said, they still just want an ice-free port.
