Back in Morning Musume's early days, Fukuda Asuka and Ishiguro Aya were both treated as having "left the group." It was only after that when "graduating" took on its special meaning.

They exited and left the group, so "leaving the group" (脱退) is the grammatically correct term in Japanese. If you want to call it "graduating" (卒業), the "業" in there implies quitting the entertainment business itself — which doesn't apply here, so "graduating" doesn't really work either.
