Uzbekistan Toughens Penalties for Raping Children Under 14 — Life Sentence Now Possible Even for a First Offense

The story

On October 14, Uzbek President Shavkat Mirziyoyev signed a decree allowing life sentences for sexual assault against children under 14 even on a first offense. Previously, first-time offenders faced 15 to 25 years in prison, with life sentences reserved for repeat offenders. The move follows a case in September in which a kindergarten employee in the eastern Namangan region allegedly sexually assaulted a 5-year-old girl, sparking public outrage and calls — including from the president’s own daughter — to bring back the death penalty. On 5ch, posters debated the severity of the punishment: some backed the crackdown, others compared it to Japan’s lenient sex-crime laws and sentencing, and still others worried that harsher penalties could make offenders more violent.

[AFP-Jiji] Shavkat Mirziyoyev, president of Uzbekistan in Central Asia, signed a decree on the 14th making it possible to impose a life sentence on anyone who rapes a child under 14, even for a first offense.

In September, an employee at a kindergarten in the eastern Namangan region was arrested on suspicion of raping a 5-year-old girl, sparking widespread public anger. This toughening of penalties comes in response to that surge in public opinion.

Following the incident, Mirziyoyev’s daughter, Saida Mirziyoyeva, among others, had called for the reinstatement of the death penalty.

In Japan, he'd walk away scot-free.

Re: #4
That's because Japan is absurdly lenient when the perpetrator is a family member.
5AnonymousOct 17, 2026 21:46
Why even draw the line by age? It should all be treated the same.

Re: #5
"Legal from age 14," apparently.

Re: #5 Re: #1
Speaking of Japan, they really should rename these age-based statutes.

Former "rape" → "forcible sexual intercourse" → "non-consensual sexual intercourse"

Under 13: applies automatically
Under 16: applies if there's a 5+ year age gap
Under 18: handled case-by-case under local ordinances

Even above those ages, if the sex was technically "consensual," it can still fall under the "non-consensual sexual intercourse" charge — but that makes it indistinguishable from actual rape, so even news reports end up confusing.

They should use separate names entirely — something like "sex with someone lacking capacity to consent (under 13)" or "legally non-consensual intercourse (under 16)" — instead of lumping it all together.

Japan keeps the laws soft to protect politicians' idiot sons.

Anyone who thinks harsher punishment is great should move to North Korea — they'll just shoot you without even a trial.

So you're saying a country that can't even protect minors' lives and bodies counts as "normal"? It's a strange kind of logic to lump stricter enforcement of the harm principle in with dictatorships. I don't have that much faith in human freedom to begin with.

If you make the punishment too severe — say, putting it on par with murder — you'll get reckless types thinking "might as well kill them too, same sentence either way," so you have to be careful. Better to keep the formal sentence moderate while still making the punishment a living hell.

Re: #62
Yeah, that's a real risk — guys going "I'm getting executed either way" and turning even more violent out of spite.

Re: #62
That logic doesn't hold up. By that reasoning, every crime carrying a maximum penalty would have the same problem, which would make punishment meaningless altogether.
67AnonymousOct 17, 2026 22:07
So rape is legal starting at age 14, huh?
73AnonymousOct 17, 2026 22:09
Re: #67
It's not legal. For a first offense it's 15 to 25 years in prison. Life sentences only apply to repeat offenders. This decree is about making life sentences possible from the first offense.

Actually, in Latin America that's exactly why rapists end up killed on the spot.

Re: #74
In Mexico and Brazil there's vigilante justice too. Is that what you want for Japan? Snatch the guy, put him on a deep-sea fishing boat, and he'll vanish without a trace. Honestly, I think it'd be better if the state just legally dealt with them itself.
92AnonymousOct 17, 2026 22:15
Japan is hands-down the most lenient country on earth toward sex offenders.
110AnonymousOct 17, 2026 22:22
No, it shouldn't stop at rape — in Japan, just possessing nude photos or videos of girls under 18 should get you real prison time. Look at the rest of the world: lolicon content (sexualized depictions of young-looking characters) is everywhere, and the fact that Japan somehow lets it slide is what's actually messed up.
117AnonymousOct 17, 2026 22:26
Japan should bring in castration as a punishment.

Re: #117
Are you stupid? That's taxpayer money. The death penalty is the cheapest option.

Re: #119
Starving them to death costs even less, and it spares the executioner any guilt or stress.
163AnonymousOct 17, 2026 23:19
The trouble with life sentences is they're a waste of money.

Just knowing Megumi Ogata (voice actress) is off the new series makes it easier to watch without worrying.

Re: #163
What's a life sentence actually like in Uzbekistan, I wonder? Do they even have prison labor? Or is it like an American-style life sentence — just given food, banned from reading, singing, talking, and exercising, and simply locked up until they die?

Background and Key Points of This Topic

Before this decree, Uzbekistan’s law capped first-offense sentences for sexual assault against children under 14 at 15 to 25 years in prison, with life sentences reserved for repeat offenders. The core of this reform is making life sentences possible even for a first offense — a change driven by the public outrage over the kindergarten incident that sparked it. Some thread replies misread this as “rape being legal from age 14,” but that’s a misunderstanding of the sentencing brackets — sexual assault against anyone 14 or older is, of course, still punishable. The discussion also touched on Japan’s own history of renaming its sex-crime statutes (from “rape” to “forcible sexual intercourse” to “non-consensual sexual intercourse”) and shifting the applicable ages (13/16/18), with posters debating how to balance tougher penalties against the risk that harsher sentences could make offenders more violent.
