It's not mentioned here, but Gunma has thrown its hat in the ring as a candidate too
Oh, Hokkaido's in there too. It actually gets a fair number of earthquakes, plus heavy snow. There was that blackout too. Lots to worry about.

How about "Osaka Sub-Capital" and elevating Fukuoka to "Fukuoka-fu" (metropolitan-prefecture status like Osaka/Kyoto)?

There's a lot of vacant land in front of Sendai Station — the old Sakuranoya and EDEN sites — so it'd be easy to put some kind of building up there
