The UMD Passport wasn't a license transfer though — it just let you buy digital versions of supported titles at a discount. Similar, but not really the same thing

Setting Western games aside, for Japanese games these days nobody puts out a physical version even when it's multiplatform with Xbox
Retailers stopped carrying Xbox software, so there's no point releasing discs anyway
