When it comes to financial support for master’s students, systems already exist such as deferred tuition payment — where no tuition is charged during enrollment and repayment is based on post-graduation income — and tuition waivers, but support has been thinner than what’s available to undergraduate or doctoral students. The new support for master’s students can also be put toward living expenses, making it easier for students to focus on their studies and research.

Support for master’s students will be delivered through a “network” framework in which multiple graduate schools jointly run education and research tied to the 17 strategic fields. MEXT plans to designate 20 such networks in total. To qualify, a student must be enrolled at a graduate school participating in one of these networks and aiming to advance to a doctoral program, with final selection made by the graduate school itself.

Do we really need that many master's students? I think they should cut the number. For most science master's grads who go straight into a job, a measly 2 years of research doesn't mean much, does it? Says the guy who got his own master's degree.

The reason China's ratio of science students is so high is that science pays double what humanities does. In Japan's current state, where humanities majors earn more, students aren't going to choose science.

I don't get why people are so eager to get a master's. It's mostly Japanese manufacturers that want one — foreign consulting firms often hire straight out of a bachelor's. Two measly years of research doesn't give you real expertise. I think the downside of delaying your job start outweighs the benefit.

What about literature majors? I'm majoring in Japanese literature (kokubungaku) — as you all know, it's a pretty unglamorous field. Still, I want to become a scholar in this area and produce my own new research results someday. I'm a woman, and I think the government policy in >>1 is clearly sex discrimination.

A corporate foot soldier doesn't need the kind of broad knowledge you learn at university. Doesn't need two measly years of master's research either.

I think it's fine. Though even among science students, the low performers don't need it. Also, it feels like a bit much for students still living with their parents (except for the ones with huge commuting costs). China is already lapping Japan in IT, and on top of that they've announced a new five-year plan to gut the humanities and replace them with science and engineering. Catching up won't be easy.

It says it can also be used for living expenses, so it's presumably meant as research funding. That could let people do short-term stints at universities abroad. But then there's probably going to be a gap in research life between students who live away from their parents and are broke — forced to spend it all on living costs — and everyone else.
