Pia Arena only holds about 9,000 even at full capacity,
so if they pull in 7,000 it'll look decent enough — the bar's lower.
Also, Budokan's been used so many times by Hello! Project that it always gets compared to past attendance figures, but Pia Arena, despite having been planned for use before, has ended up being used only by Juice=Juice so far,
and since Juice=Juice is popular right now, that gets written off as 'well, of course' — so there's nothing within Hello! Project to compare it against. That's the big advantage.
