In Miyama, Fukuoka Prefecture, four men aged 18 to 19 were referred to prosecutors after repeatedly weaving through traffic and running red lights on motorcycles. When a patrol car gave chase, they abandoned their bikes—wallets and all—and fled on foot, but it later emerged that they turned themselves in to police, saying they “figured they’d give it back.” On 5ch, the discussion ranged from exasperation at the young men’s selfishness, to whether penalties should be toughened, to whether the responsibility for discipline lies with the family or the schools.

Why not just make the penalties harsher?
They should confiscate modified bikes and make traffic prison the default sentence

Rather than harsher penalties, it'd be better to write clear legal standards for measuring noise levels, and revise the law so police can force a stop—even by methods that risk a fatal accident—on people who ignore a stop order and try to flee.
Harsher punishment doesn't really deter crime.
What works is making sure they get caught, that they can't get away.
If getting caught is guaranteed, the crime stops being worth it, and fewer people will do it

If the police were serious about catching them, I bet they could identify the culprits just by analyzing the footage—but they're actually pretty soft on bosozoku (biker gangs).
